I suppose that rule of law assumes that the government is under the law, and not creating the law which will govern those beneath it, while not being bound by it itself.
In which case the U.S. Senate is not under rule of law, at least as regards laws concerning employment.
I am watching what is happening in North Korea at this point. In a recent speech, Kim Sung Un has admitted his county is facing the worst ever situation it has ever experienced. The coronavirus lockdown combined with the US-led sanctions has had a devastating impact on the country. Kim would like to see an improvement in the people's living standard and he is blaming party members at the cell level for not following through on the decisions made by the Communist party's People's Congress in January.
