War, even a trade war, should have limits to restrict harm to civilians.

To me everything Trump is doing lately points to dementia. He reminds me of my mother as she headed towards the late stages of the disease. Anything or anybody who didn't do what she wanted was stupid. Surely someone behind the scenes ought to be taking away Trump's access to social media at the very least if not trying to bundle him off-stage.
Because he's a social media/internet age figurehead for powerful people who get to use him for their own ends while keeping themselves safely in the shadows. He's got marketability, popularity, and loyalty with the masses (at least enough of them) which means he remains a valuable tool for them to wield for as long as he lasts. None of the rest of them have the recognition Trump has, which means they can't just ditch him.

In the American system, though, it is not a matter of having loyalty of the masses as much as it is with our term elections though. All that is needed is to have enough people to vote for you to throw the electoral college your way, then it is settled matter until the next presidential election. The only thing stopping you is the impeachment threat, but Trump has proven that is next to impossible twice. One other avenue is the 25th amendment which might be imposed if Trump's alleged dementia gets too pronouced.
