That's correct. There's no way around that under the terms of the Twenty-Fifth Amendment. The text specifies " . . . the Vice President and a majority of . . . ". As the person who is going to be the acting president, the vice president needs to be involved.
There are numerous shortcomings in the Twenty-Fifth Amendment. This seems like a way to correct one of them that can be fixed with legislation.
Is there a possible work-around by public health officials? Putting him in forced quarantine?
There's news today that public health officials in DC and neighboring areas are publicly encouraging people connected to the White House to get tested.
I'm not saying T should be shipped off to N. Brother Island, like Typhoid Mary (though...). But a secure suite at Walter Reed, maybe, without Dr. Conley involved. Some other no-nonsense specialist, plus no-nonsense nurses, etc.
I doubt anyone would have the guts to really make it happen. But he's wantonly endangering everyone around him, and they're scared. If public health officials could manage to pull it off, without the Feds getting too much in the way, they might well save lives.
And it would probably be faster than the 25th Amendment.
I'd also love to see the DC and Maryland public health officials post "virus hot zone" warnings around the neighborhood. Couldn't get away with signs on the WH fence, of course. But signs on the opposite side of the street, and on neighboring streets.

You need to give him a promotion and a project to work on. A long one where he can waffle away to sycophants and made grand declarations. Set him to drafting a global constitution or something and tell him he's going to be promoted to CEO of the world. Should keep him busy until he gets shuffled of his perch.

That's before considering Covid; how the continuing, rightful push for the rights of non-white Americans plays out; Russia; China; N. Korea; the economy (both large-scale and personal); whether pro sports can continue; etc.
If the world pulls through this, future historians, students, and talk-show hosts will be saying "what the freaking *hell* was going on with them?"

In the UK, the BBC has broadcast the first part of'The Trump Show' (3 parts), a wonderful distillation of the turnover of personnel in the Trump White House in 2017; next week come the events of 2018, all as told by the disgruntled participants. Not news to those whohave been following events closely, no doubt, but a helpful reminder to those who haven't. A competent demolition job, and as such, I suppose, unlikely to be accessable in the US.
I've just been watching part 2 on Iplayer - got as far as the Stormy Daniels stuff after Trump took women who had accused Clinton of offences to the debate with Hillary, about 15 minutes in. Can only take a short dose at once.
But what is the point of showing it over here? There are a few US voters, but they won't be the ones who need to switch.
