Looking for a PM address

I have found an article I wanted to send to a particular person to get that person's response, but I cannot find the person's P.M. Is it possible people can opt out of P.Ms? I did not know that.

    On my iPhone, if I tap on a person’s profile picture it takes me to their profile page. Their name appears in large letters on the top left, and opposite on the top right is an envelope symbol with the word ‘message’ underneath it. Tapping on that opens the dialog for sending them a message. I don’t know if some shipmates may have chosen to fully opt out.
